Major contractors shortlisted for wastewater plant upgrade

Townsville City Council has shortlisted potential head contractors for a $51 million upgrade of the Cleveland Bay Purification Plant.

The council today approved a project team assessment report recommending the appointment of Monadelphous Engineering, York Civil and UGL Engineering to an early tender process.

The three companies were short listed from six submissions received during a call for expressions of interest in the wastewater plant project, intended to reduce water quality impacts on the Great Barrier Reef.

Mayor Jenny Hill said the early tender process would assist the council in delivering the project within tighter time frames and achieving cost efficiencies.

“The upgrade of the Cleveland Bay plant is a critical infrastructure project for the city and the shortlisting of potential candidates for the construction contract is a major step forward,’ Cr Hill said.

“Council’s major projects team will now work with the candidates to identify and resolve any design and cost risks before we call for final tenders.

The council will fund the estimated $51 million cost over the next three financial years and has secured a $20 million grant for the project from the Queensland Government’s Royalties to Regions program.

The early tendering period will be conducted over the next six months and formal tenders for the head contractor are expected to be invited from the candidates early next year.

Construction is scheduled to start mid next year.

The CBPP upgrade will ensure the plant meets environmental licensing requirements by increasing the facility’s processing capacity to reduce nutrient outflows during high rainfall events.

Works will include the construction of an external membrane bioreactor, a new permeate pump station and upgrade of the existing outfall pipeline.
