Tender Overview

Disaster recovery is the coordinated process of supporting individuals and communities through emotional, social and physical wellbeing, the reconstruction of the physical infrastructure, restoration of the economy and the environment (Queensland State Disaster Management Plan).

To expedite the purchase of these services, the department will establish a whole of Government Standing Offer Arrangement (SOA), for the provision of additional and specific human and social services relevant to community recovery. These services will operate in communities impacted by disaster events when existing capacity has been reached.

The SOA will commence on 1 October 2017 and expire on 30 September 2020, with two 12 month options to extend after September 2020.

The SOA will be accessible by Local and State Government agencies for services delivered throughout all regions of Queensland.

Benefits for suppliers on a services panel under the Disaster Relief and Recovery support services SOA include:
• supplier panel will be accessible to all state and local government agencies
• saves time and money by agreeing on price and conditions under the SOA
• suppliers do not have to repeatedly respond to tender requests for every disaster event
• suppliers can specify geographic locations and service types
• clearly defined scope and pricing
• enhanced engagement processes.

Offers that fail to respond to mandatory requirements will be non-conforming and will not be evaluated.
